We are developing an ArcGIS Web AppBuilder app for a number of users that all want to see different things immediately when they log in. I know that modifying the layers toggled on in the underlying AGOL map will be inherited by the Web AppBuilder app, but that changes the default for every user.
Is it possible to configure the app to have specific layers toggled on by default based on the user that is accessing the map, or is it only configurable at the AGOL map-level?

So is this something that can be set up ahead or is it something each user has to set up?
It's an app-level setting, how it works is that whenever a user re-enters an app they had used before, a little message pops up in the bottom right asking them if they'd "like to return where they left off". Clicking on that message then restores layers and map view to where they were when they closed it. Alternatively, users can dismiss the message and it will function as if opened for the first time again.
