after v2.5 upgrade: ???Error #2124: Loaded file is an unknown type.???

After upgrading from ArcGIS Viewer 2.1 to 2.5, I get error ???Error #2124: Loaded file is an unknown type.??? for any HTML file I attempt to load (such as help or legend files). Has anyone else experienced this?

   That's what I was afraid of... And you are saying this exact setup worked in 2.1?... You need to look at the link widget:

What you are attempting to do will not work...

Don't forget to click the Mark as answer check on this post and to click the top arrow (promote) as shown below:

Sorry...when I'm requesting them inside my Flex Viewer application, such as clicking on a menu item for our legend.

   I just need a little more detail... When you say menu Item you mean what exactly?

In our config XML file, we have
<widgetgroup label="Help" icon="assets/images/i_help.png">
    <widget label="Help"   left="100" top="90" 
                icon="assets/images/i_help.png"
                config="Link"
                url="assets/help/TIGERHelp1.html"/>
    <widget label="Legend"   left="100" top="90" 
                icon="assets/images/i_resources.png"
                config="Link"
                url="assets/legend/legend.html"/>
    <widget label="Contact"   left="100" top="90" 
                icon="assets/images/icon_contact.png"
                config="Link"
                url="cmt.html"/>
</widgetgroup> 

Clicking any of these causes "Error #2124: Loaded file is an unknown type." I can load each of these HTML files if I go to the URL directly, and not through our application.
