Utility Network-Problems accessing the app from web map

Problems accessing the app from web map. When creating applications it generates a message that says: "no service network can be found or tracing is not supported. Please provide a valid network with shared tracing configurations." Is it a license problem? Is it a problem of some step that needs to be done?

After following this topic, I think it's important to emphasize the "tracking configuration" point. After creating the network and publishing it as a web layer, the next step is to open this web map from the portal in ArcGIS Pro, configure the network traces at this point, and then save it as a web map to use in applications and share it again. Thanks to everyone for their help and to @JuanPolanco2  for advising me on this topic.

@GriMonty - This is a common error when the Utility Network isn't included in the Map. 
Can you ensure that the "Utility Network" layer is included in the map that you publish from ArcGIS Pro. 
A check to see if this has worked is to see the map properties in the MapViewer.  You should see a Utility Network.

Another thing to check is that when you publish the map from ArcGIS Pro make sure some trace configurations are shared.
