That's indeed a valid use case. Perhaps the product team can consider this in future releases? With the current functionality, I don't see a direct way to achieve it with rule types. But you might want to consider some workarounds, like using a Group Template for editing (bearing in mind that editors can still connect the HV connector line to other devices if they use the individual feature template). You can even write custom attribute rules to prevent saving, if a different combination of devices are found connected to the HV connector. Those are what I can suggest.

I would say, just be very specific and cautious in the rules you create or add. Speaking from experience, the rules need to support the modelling you require, but the model also needs to support the rules.
Add Rule cannot support to the creation of user-defined connectivity rules, it enables to use of predefined rules those five rules to create a new connection.

In the OOTB rule types you mention in your post, the word 'Junction' does not mean the Junction feature class. It is a more generic term for network point (Device, Junction, and now the non-spatial junction 'object'). Confusing, I know. So in your example of High Voltage Arrester-High Voltage connector-High Voltage Transformer, assuming the two 'junctions' at the end of the connector are Devices, the Junction-Edge rules for these Devices would need to exist (or be added) so that the points (Devices) are allowed to connect to the connector line endings (and of course if other lines then go from these two Devices the Edge-Junction-Edge rules would need to exist as well). Hope that helps.
In summary, no need for Device-Edge-Device. I think it is just the use of the word 'Junction' in two different contexts in Esri docs that makes it confusing.
