Migrate the ArcGIS Utility Network Management extension to an Extension

Hello,

Thanks first for the new ArcGIS Utility Network Management extension concepts, ideas, moving forward from the geometric network, and towards a services based architecture approach. Very exciting.

Second, however, please migrate the amalgam of python customizations, toolsets, add-ins, configurations, geodatabase table relationships, and assorted documentation and procedures into what one would associate with an ArcGIS Extension, a readily installable toolset for Utility users.

I'm not certain what, specifically, this idea is looking for. 

The Utility Network is licensed on the server as an extension (and as of 10.8 it is a User Type extension [as opposed to a server extension]). However, working with a File Geodatabase Utility Network is part of core ArcGIS Pro, which is why the tools, scripts, etc. are available out of the box, with the appropriate Pro license level. 

There are additional tools, and enhancements offered by the Utility Network solutions which are available via an Add-In for ArcGIS Pro, which are installed as an add-on to ArcGIS Pro.
