We have noticed that even if we secure surveys within groups, administrators have access to all surveys, whether they have access to the groups or not. Suggestions on what we may be doing wrong?

Hi Robert,

Administrators in ArcGIS Online have the ability to see all items/content in their ArcGIS Online account whether it's shared or not.

An alternative workflow would be to create a custom role for these administrators, give them all the appropriate permissions but turn off the option View All under Content:
