How can a Survey123 form be licensed to allow users outside an Enterprise's Organization access it?

Hi all, I'm an Esri consultant working with a client (a federal regulatory agency) who would like to use Survey123 to create a data input form for the industry they regulate. Industry is required to update certain information on a regular basis but industry members are not included in the host Enterprise's Organization. Typically, only named users (ie licensed users) can access a Survey123 form (in my experience). Is there any way to make the form available outside the organization but not have named users as a requirement?

Yes, after publishing the survey you can manage the collaboration and share the survey to {Everyone (public)} as you can see in the below snapshot:

FYI Hussam, just wanted to follow up on this response. While what you suggested is true and appreciated, apparently Javascript isn't supported when the form is made Public:
