Not seeing option to add Map Actions

I want to use map actions in a story map, but do not see the option to either add a map action as a button or as a link. Is there something I am missing like some properties the layer needs to have?

Map Actions can be added in any of the Sidecar block layout options (floating or docked). After you choose your map, in the floating or docked panel click (+) to see your options. Map Actions will be among them.
