Sewer Utility Network not showing up in "Deploy an ArcGIS Solution"

I am trying to deploy the sewer utility network following the steps listed here https://solutions.arcgis.com/water/help/sewer-utility-network-foundation/get-started/get-started-ove....

I have ArcGIS Pro 2.7.1. I followed the steps to download the ArcGIS Solutions Deployment Add-In and got a "Installation Succeeded" message. I cloned my default environment, made it active, and installed the untools toolbox. I followed all the steps for restarting Pro to allow changes to take place and am signed in on my organization's AGO portal.

When I try to deploy the solution I get stuck on Step 4 - there is no "Utility Network" folder and there is no "Sewer Utility Network Foundation" project package.

I'm not sure where to go from here or what to try next.

The exact download you are going for is currently in mature support and cannot be accessed via the the ArcGIS Pro Addin. 

The latest version (https://doc.arcgis.com/en/arcgis-solutions/latest/reference/introduction-to-sewer-utility-network-foundation.htm) can be deployed directly into your content from the link below.
