Citizen Problem Reporter - Have more than one restricted uneditable polygon layer where reports can be dawn

Currently, you are only allow to have one polygon layer that restrict users from reporting problems outside the boundary.  For example, service areas that are beyond your city limits.  City limits works well for all the reports, but not when you have utilities that are outside your city limits for the "Water/ Sewer Problem" report.
