Please see uploaded file with WPF user control library and simple WinForm holding this control. The WPF content copied from Github/arcgis-runtime-samples-dotnet - SwitchBasemaps example. Also included publish folder 'Test runtime' and empty arcgisruntime10.2.7 folder. This little program works on my computer because I have SDK installed and also have ArcGIS license. I am trying to create installation package for people who do not have SDK or any GIS modules installed to be able to click on the setup.exe and have all required runtime components installed/copied to their computers.
