Could you please tell the unit of 3D scene symbol cylinders height parameter.

The height is in meters - MarkerSceneSymbol Class | ArcGIS for Developers 

Note that they are in real world units, so as you zoom out, it will appear smaller, and zoom in, and they will appear bigger.
