Hey Girish - 

For exporting tiles from a tiled services, you need to have the endpoint exposed on the corresponding service. For example - Export Tiles 

The link you provided is for an old basemap that is in Extended Support and is no longer updated, so it doesn't/won't have any export tiles options.

Here you can see many services that support export - https://www.arcgis.com/home/search.html?q=for%20export

Yes I was looking for street map service with Export Tiles for spatial reference 4326.

Can you please provide if anything available for the same.

Here are the Esri-hosted basemaps that support export - https://www.arcgis.com/home/group.html?id=3a890be7a4b046c7840dc4a0446c5b31#overview 

I don't believe any of the WGS84 basemaps are on there. If you need WGS84 immediately, you will need to author your own basemap in the desired spatial reference. You could also log an enhancement request with Esri Support to add export support to the WGS84 basemaps.

This doc should get you on the right track for publishing your own tile service - Publish hosted tile layers—Portal for ArcGIS | Documentation for ArcGIS Enterprise 

Here is how you can enabled export tiles endpoint on the service - Export Tiles—ArcGIS REST API | ArcGIS for Developers
