Why does symbology with offsets not show up properly in Runtime 100.4?

I am having a problem with the symbology in multiple layers not showing up properly in Runtime. It's in a replica geodatabase and then brought into the app. The symbols look correct in ArcMap (10.6.1), in the map service (server 10.4), but not in the Runtime app. What's causing this and how can I resolve it?

This is one example: symbol with two layers, a square and a line offset to make one side look thicker.

In the app, that line is losing its offset values and showing up at the center of the symbol.

We ended up needing to ask Esri Support about this, and it turns out ArcGIS Server 10.4.1 doesn't preserve offsets in character marker symbols. This leads to the "collapsed" point symbology that we were seeing in multiple layers. The issue was the same whether the Runtime app was pointed to the feature service directly, or reading data from the replica geodatabase.

The solution for us is to upgrade to ArcGIS Server 10.6.1, which is not the easiest fix in the world but it does resolve this situation in addition to updating our environment!
