can ArcGIS Pro use cartographic representation

We have a client that uses a cartographic representation to show some objects at an offset from where the geometry is.  This is done in ArcMap with the cartographic representation, but does not appear to work the same way in ArcGIS Pro (for publishing using the Runtime 100.1) for consumption on mobile devices. 

Does anyone know if there is a workaround for this?

In the section on drawing layers with repsentations it has the following:

Representation symbology

The symbol model of ArcGIS Pro supports representation rules and can be combined with attribute-driven symbology to achieve cartographic outcomes with field-based representation overrides.

By saying the symbology model of ArcGIS Pro supports representation rules I assume they mean it supports the just display of them rather than modification. It looked at the attribute driven symbology options [Attribute-driven symbology—ArcGIS Pro | ArcGIS Desktop ] and they don't include offsetting lines.
