Xamarin.Forms KmlLayer not respecting MinScale/MaxScale?

I am working with a Xamarin Forms application loading KMZs via URL.  I am setting MinScale and MaxScale before adding the layer into the OperationalLayers collection.  Neither this nor adding a region in the KMZ appears to change the visibility of the layer at any zoom level.  TPK/MMPKs seem to work just fine.

Before I write some code to force visibility changes when the map scale changes, anyone else having similar issues?

We are currently building against 100.6.0.
