I failed to run my app built by arcgis runtime for .net 100.2.1,see the snapshot above. I have installed directx 11 on my customer's Win7 sp1 ultimate machine with .net framework 4.5.2 installed.  any ideas to fix this?

Windows 7 SP1 meets system requirement

DirectX

ArcGIS Runtime SDK for .NET uses DirectX to provide high-performance rendering of maps and scenes.

  • Direct3D feature level 9_3 minimum.
  • Default: DirectX 11 hardware support.
  • Falls back to DirectX 11 software rendering if hardware support is not available

It appears to be same error found by others in this thread, can you try to install recommended Windows updates?

If machine is up to date, can you try the remarks section here, there is a link to platform update for Windows 7?
