Hello everyone,
We are using Esri Street Map Premium Routing data to perform od matrix analyses for different days of the week at different hours, for Portugal. The results are exactly the same for different hours. We cannot find in the documentation any reference to whether this is "normal" (e.g. because data is not available) or not.
