According to the REST API documentation for publishing a hosted feature service from an uploaded item in ArcGIS Online there is a "itemIdToCreate" option starting at 10.8.1 that can be passed in to set the itemId of the resulting service. It doesn't appear in the documentation to state if this is only supported in Enterprise and/or ArcGIS Online. From the tests I've run it appears to only work in ArcGIS Enterprise.
Is this truly that case? If this isn't supported in ArcGIS Online yet, will this be an option at a future release?
