How to create a relationship between a feature layer and table using the ArcGIS Online REST API

Is it possible to use the REST API to create a Feature Service that includes a Feature Layer, a Table and a Relationship between them?

Or is it really only possible to create a relationship within ArcGIS Pro and then publishing the service?

Has anyone seen any examples of using REST API calls that achieve this?
