Feature Service Webhook - Portal/Server

Hello, 

I was wondering if it is possible to create a Webhook for a feature service that will email us every time a new feature is created in that service. We have set this up with AGOL for multiple layers, but I was curious if this functionality exists in Portal 10.7.1. We do have a Webhook configured in Portal for new user notifications.
