When I try to log into the REST API Admin, I am getting an 'Invalid Referer' error.  I am using my domain account to login.  We are using ArcGIS server 10.  My domain account is set up correctly in the necessary admin groups on the server.  I am running Windows 7 Enterprise Service Pack 1 on my desktop.  I also have Silverlight 5 (5.1.10411.0) installed.  I get the 'Invalid Referer' error in Internet Explorer 9, Firefox and Google Chrome browsers.

Hello,

Does the server have any Service packs installed (SP). there are a couple of REST admin related issues fixed in SP1. If the server does not have any service packs installed you could try after installing the latest SP.

NIM058968 - Cannot login to REST admin if the url to REST admin login page is a redirected from a http endpoint to https.
NIM059442 - Domain accounts cannot log in to REST admin (a) when the server is off the network or (b) when the server is on the network but on a sub-domain and the SOM owner is a local account.

The server has the latest SP installed.

I think my issue has something to do with my desktop because everyone else in the office can log in without any problems.

Using Fiddler or Firebug, can you see if the rest/admin login request sent from your machine includes a referer header?

Hi
I had the same error after changing the port of ArcGIS Server to 8399.
I had to change the rest.config file and modify in it the port section  and reverproxyport? and other section that deals with URL.
