ArcServer 10.3.1 Changing Time Stamps in AVL Feed

Our time stamps from our AVL feeds are correct in Oracle and in our MXD document. They are in epoch format. However, when we publish to a REST Service, the time stamps are -6 hours off. 

I can't find any real documentation on how to set time zones in ArcServer or the MXD document. Does anyone have an idea on how to resolve this issue?

We're on 10.3.1 for both ArcGIS Server and Desktop.

Determined the cause: Corrupted MXD. We published a new MXD with the same query layer parameters and the times came out as expected. This original MXD had been around for over 4 years and was create with 9.3 originally.

The ArcServer is using UTC, which is 6 hours from Central time.  This thread may help: Did the date format change for Query, REST, Post, JSON responses at ags 10?
