AGOL geometry service is not converting vertical units on project

The input unit is in ft and I'm expecting the output to be in meters. This is based on the units that are in the vcsWkid parameters. As you can see, the returned Z-value is not changed.

I also checked to see if there are any transformations, none were returned.
