Is there way of hooking into feature edit events outside of an AddIn?

I notice that edit action opens previously unopened "built-in" AddIn tool (such as the Create Features tool).

Is there way of doing the same thing to activate/show a custom AddIn tool, such that even if that tool was not originally opened, it will be opened/activated by an edit action?

(I.e. is there way of hooking into edit events from some sort of a faceless module within ArcPro, to achieve some action, even if a given custom AddIn is not initially active/opened?)
