Why aren't your local favorites an option to repair data sources?

When I try to repair or change data sources, I don't have an option to use a source that has been saved in my local profile favorites dialogue.  Am I missing something in my profile configuration or is this by design?  (See screenshot)

After working with ESRI Support, they showed me a way to get my favorites to behave the way I would have expected in the first place.

Go to your Favorites Pane and right click on each item to select "Add to New Projects"

Now they are available!

Matt, that drives me nuts. I know Repair Data Source isn't the only place that does that, but I can't remember at the moment where. According to a comment on that ArcGIS Idea, they thought that a fix would be in Pro 2.9, but I'm using that right now and it's still not an option. At least it's on their road map.
