Is it possible to build this in ArcGIS Pro?  See attached.

We have been asking the same questions.  So far I have found there are issues when editing in 3d when working with utility networks.  Z values are not considered for dirty areas, containment functionality does not work in a 3d scene.

Have you been able to process your concept?

Are you planning on using the utility model with your network?

No. Not in a utility network.  I test the Transmission Line Visualizer add-in to ArcGIS Pro.  It references a rule package (rpk) from CityEngine to generate the pole structures and lines (with sag) from route centerline and pole point data.  It looks good and is easily regenerated if the centerline or pole locations change.  So, i guess CityEngine is the way to go for this type of visualization.

Great tool, I'm having trouble getting the wires to display in a newly created scene.  Any ideas? The plvwires feature class has features populated however.

No, sorry.  I tested it using the demo rpk, but that's all.  We don't have CityEngine.  There might be an opportunity for me to further test it this summer, but I'm shelving it for now.
