Text Leader End Point will not stay anchored

I have some free floating text in a call out box with a leader. When I get it all setup it looks fine but as soon as I close out of the APRX map and reopen it the text leaders are shooting off far to the East, so I have to drag them back to the anchored location that they were originally pointing to. Is there a way to fix this. It happens on quite a few of our projects and takes time to fix all of them, especially if there's a lot.

It is a projection issue between your graphics layer and your map

Do you know how to fix the projection issue? I encounter the same issue quite often. None of the following seem to fix the issue, changing the coordinate system, removing the graphics layer and remaking, or moving the graphic anchors.

That was my guess too. But how do I set the projection of the graphics layer in ArcPro? I can't find it.

The projection of the graphics layer will be the same as the projection of the layer the labels are associated with (ie you have a point feature class in NY State Plane E, your converted graphics of the labels for those points will be in NY SP E). If you are adding a new Graphics Layer as the attached JPG shows, the Graphics Layer will be in the same coordinate system as the Map Frame.

I hope you've solved this by now, but I've been dealing with this issue for a bit & finally nailed down the problem. It is coordinate system related. My Map Frame was set to State Plane ft while my graphics were in State Plane meters. I would fix the label (not changing the coordinate system at all) & it would always revert to a leader line out in never never land (attachment 1.jpg). I had the chance to dive in deeper & changed the coordinate system of the figure to meters (it really didn't matter to me if it was ft or m), made sure there weren't any <unknown> coordinate systems assigned to features, & again fixed the leader to point to the object I needed it to (attachment 2.jpg). Saved the APRX, reopened & FINALLY, my label remains pointing at the right feature. I will keep the Map Frame in meter so labels will not move upon reopening figures later. I'll also be more aware of what coordinate system my feature class is in as converting labels to graphics assumes the same coordinate system as the feature class (tested leaving the source feature class in SP meters - 3.jpg and then with the feature class in SP feet - 4.jpg).
