Shortcut keys to move between History and Project Panes

I am trying to move between the History, Project Panes using keybooard shortcuts. I have the History Pane accelerator set as well as the Project Pane accelerator, but when used they do not switch back and forth between each other. I can get to History using the accelerator, but not to Project (I have to use arrow keys).
