I am curious about who made the BONEHEADED decision to take away the ability to create Enterprise Database connections in folders outside of the "Project" folder?
I have dozens of users who rely on shared connection docs (.sde) files, and while we can see the older/legacy files PRO will not open them, and you also can't create new ones. When you right click a folder and select the "New" sub-menu; Enterprise DB connections is gone.

You are correct that new database connections cannot currently be created in folders outside the project folder. But note that you can create the connection file (either as a Favorite > Add Item>
or from the Databases node under the Project tab:

and then you should be able to move that connection file to any other folder.

Yes that is the NEW workaround for the poor UX change that was made that directly impacts users.
