Share -> Export Layout does nothing when clicked, Export pane does not appear

I am attempting to Export a Layout. When I click on the "Export Layout" nothing happens. The Export pane does not appear. Using v2.9 with all 4 patches installed. I've looked around my desktop to see if the pane is appearing elsewhere, but I have not been able to find it.

Go back to Analysis tab and select the Toolbox icon to open its frame.  Export appeared superimposed on it
