"Download Map" ribbon tool not generating output .vtpk

Hey folks,

I'm trying to use the "Download Map" ribbon tool to create basemap .vtpk's for offline use.

It all works fine and well until the progress bar disappears, and the process is "finished".

The output location I specified for the output .vtpk is empty! There's no .vtpk file there... despite a folder being created there while the .vtpk is being generated.

I've tried a clean uninstall/reinstall. I've tried saving to a local directory rather than a OneDrive directory. Neither have worked.

I'm currently using Pro version 3.4.0

Hello @cweir,

I'm curious to know where/how you choose the output location when using the 'Download Map' tool.

I'm using ArcGIS Pro 3.4.3, and I don't have this option; I also don't seem to see it in the docs.

The tool worked well for me. I have only tried to export the World Topographic Map basemap, the one made available by Esri.

The .vtpk did generate, and it has then been directly added to my ArcGIS Pro Contents pane. I see its data source location (that I didn't choose) to be this one: C:\Users\"MyUser"\Documents\ArcGIS\Projects\Test\World Topographic Map_4CBBBD6C-8998-4153-8429-600737A0DD15.vtpk

New questions that pop up: What type of basemaps/vector tile layers are you trying to download? Did you create them? And if you have built them, do they support the exportTiles operation (see this doc too)?

@rcGIS - In the "Share and Download" settings tab in Pro you can set it to ask you where to save output offline maps (see image).

I'm trying to export the ESRI "Streets" basemap ... so nothing custom here.

I'm working with ESRI tech support on this too, no luck so far.

@cweir, unfortunately, I can't reproduce your issue. Following your suggestion, I changed the ArcGIS Pro settings to now be able to choose a custom directory before the map download (thanks for the tip).

I have chosen the 'Downloads' folder and I have been able to export my World Street Map basemap area of choice; see below.

The full export file name is World Street Map_81262AE8-71EF-46DF-9EBC-D6A3CD59ED55.vtpk, mentioning it since my previous image doesn't show the complete name with file extension.

Moving forward, have you tried using the Diagnostic Monitor?

You might want to enable it before clicking the 'Download Map'; it will then show the background tasks/details ArcGIS Pro executes during the map download process. In the HTTP tab, you might be able to see if it's blocking at some point (e.g., Status = 400 or 500s). Maybe your machine doesn't have complete access to the URLs/Esri APIs that ArcGIS Pro needs access to be able to generate the .vtpk?
