I'm stumped with some of my Pro users who would like to update their Pro install but because they are licensed from either the single seat option or via our Portal, they can't. Is this correct? The only way for users to update their Pro installs via the "software update" option is if they are licensed via AGOL? If true, wwwwwhhhhyyyyyyy?

Unfortunately, you currently need to be connected to an active ArcGIS Online, which will allow your users to have this button enabled. There is a popular ArcGIS Ideas post regarding this so you can vote this up:
