Prior annotation is not supported for packaging in a Mobile Map

I know that Prior annotation is not supported for packaging in a Mobile Map.

but I want to apply Arcmap annotation to mmpk.

What do I have to do?

Should I make a new annotation?

I think "Upgrade Geodatabase" tool can be used to update the annotation to the latest release and allow it to package.

You might not need to upgrade the geodatabase.  I'd go here first: https://pro.arcgis.com/en/pro-app/tool-reference/data-management/upgrade-dataset.htm and if needed, as noted in that doc, you might need to upgrade the geodatabase.

If you upgrade the geodatabase, then the annotation cannot even be viewed in ArcMap anymore correct?  If this is the case, this would be problematic if you need the annotation to be available in both ArcMap and Pro and your org highly frowns upon, if not forbids duplication of data especially in an enterprise database.

It can't be used in both... so a bit of a stuck situation.  If you want to create the mobile map package with annotation you will need to upgrade it.  If you also need to use the data in Arcmap you will need a compatible version...
