Overlay Route Events error with Line-on-Line in ArcGIS Pro

I am trying to take two route tables to overlay route features using the Overlay Route Events tool. 

Both input tables are Line, so I'm trying to do a  Line-on-Line overlay.

 When I try to set the parameters of the output even table properties, I choose Event Type: Line. However, this results in error 000690: Invalid event type for out_event_properties. I have been able to run this sort of analysis before with success. The tool will seemingly randomly decide to do this. Also, the "Keep zero length line events" parameter will also seemingly randomly disappear from the tool.
