Orient raster color ramp horizontally in legend

How does one orient a raster color ramp horizontally in a legend using ArcGIS Pro? I was able to accomplish this with ease in ArcMap using a similar method as discussed here. However, I am unable to find the option to do so in ArcGIS Pro. I am currently using version 2.0.1.

I found a temporary solution as follows:

  1. Create new legend with raster as only layer
  2. Right-click Legend in Contents pane, select Properties
  3. In Format Legend pane, select Placement and enter 90 in Rotation
  4. Right-click raster layer in Contents pane under the new legend, select Properties
  5. In Format Legend Item pane under Legend Item, remove check from Layer Name under Show
  6. In Format Legend Item pane under Labels, select 270 in Rotation

This results in a horizontally oriented color ramp with labels but without its layer name.

This set of instructions did not result in a reasonable horizontally oriented color ramp. The labels were in the wrong places and too far from the color ramp.
