Model Builder Symbology

I have a model that takes the correct symbology from the parameter symbology when you run it in model builder, but if you run it from the catalog it does what ever it wants. Why would the symbology not be working consistently? I've saved and rerun this several times. Any ideas?

the layers under question, are they output parameters in the model?

describes the only two approaches to using the symbology from a *.lyrx. you appear to be using one, which I guess is a locally stored file, have you tried the second method to explicitly set the symbology for an output layer?

Adding the apply symbology tool seems to work. Now, however, 2 layers are added even though the original isn't called out to be added anymore. This all worked about a week ago without adding the apply symbology tool. These seem like simple esri tools that should work regularly not intermittently. Sorta lame.
