Do I need a special license to create a corporate geodatabase with PostGreSQL in ArcGis Pro or ArcGis Desktop?

The general process is the same in ArcMap and ArcGIS Pro. I would recommend ArcGIS Pro  since you will get the greatest capabilities / functionality.

If PostgreSQL is being run in Linux, there are directions for that also.

You will need the keycodes file from ArcGIS Server (any license level) and use the Create / Enable Enterprise Geodatabase tool.

If you do not have ArcGIS Server licensing, you can use PostgreSQL as a database, but have limited functionality with ArcGIS clients.
