I have an ArcGIS Pro v3.3 feature dataset feature class of points. These points are labeled with leader lines from the point to the label. I can convert these labels to either feature linked annotation, or non-feature linked annotation. Trouble is, regardless of the feature link option or not, when I try to edit the annotations by moving labels the leader line retains its original placement and does not remain linked to the point.
How do I create an annotation class where the leader line remains connected to the point when moving in an editing session.
That does seem to be unusual behavior. One can create "feature-linked annotation, where the annotation will update if the attribute changes, but that is not needed in this case. Simple annotation should work fine. Once the annotation is created, you use the Annotation edit tool from the Modify Features options. You simply select and move the annotation and the annotation remains anchored to the actual feature. Perhaps you already tried this.
Another option to explore is using the Convert Labels to Graphics tool. This is very similar and you can also manually move the label around while the leader line remains anchored to the feature.
