Is this by design? When previewing geometry, basemap is added to map twice

In Pro 2.3.2, with a map with one SDE layer and no base map, when I go into Cat view, and select show metadata -> Geography, the grey canvas base map turns on as expected. When I go back to my map, the grey canvas is now listed in the TOC twice. I can't find this in the release notes, was this a new feature added at 2.3? When I have World Topo as a the base map in the map, this doesn't happen.

Not by design.  This bug was logged:

[BUG-000122156: Previewing a map that does not contain a basemap in the Catalog View adds Gray Canvas basemap twice to the project's Map.]

This should show up shortly on support.esri.com and you can click the Subscribe button to get notifications and increment the count.
