Is there a Tool for adding Metadata from a large Polygon into smaller Polygons witin its boundarys

Hi just trying to find out if there is a geoprocessing tool in ArcGIS Pro that can be used to move the Lot reference (317) in the image below into the smaller orange polygons metadata. So each of the small polygons would have 317 in a field in the small polygon layers attribute table after using the tool?

Hopefully this question makes some sense. Any help would be much appreciated thanks.

There are other options if that doesn't work as expected.
