Is the “find and replace” tool available in the latest version of ArcGIS Pro,

Despite the fact that there is a workaround for this, however, this tool is heavily needed as it is considered the main SEARCH tool. What is the point if searching the data is not straightforward?

Click on a text field's name first.

It appears to be a protection so you don't try and replace on a numeric field

click in a field on the thing you want to find and replace.

Then....

A field is selected, nevertheless, the tool is not there!

click on "com" directly under the field name.

If that doesn't work, then there is something different or off with your installation or the source of your data

A sample data is attached.

I think the Pro has an instable behavior, some time it activates the “find and replace” command while in other cases it fails (as shown in the screenshots above)

You seem to have trouble clicking on the first record under the field name

I’m clicking the first record, nevertheless, the command is not there!

Why should I have all this panic just to get simple command worked? It’s used to work fine in ArcMap with no such implications

I would appreciate if esri experts\developers can comment on this

esri experts will way in when you file an issue with tech support I suspect,  they don't routinely follow all threads looking for issues to pursue.
