installing deep learning with arcgis pro 2.5 in disconnected environment

As explained in Install deep learning frameworks for ArcGIS—Help | Documentation I try to install the different frameworks in ArcGIS Pro 2.5 in disconnected environment. The clone from the deeplearning environment is done and activated. But when I try to install the first package tensorflow_gpu-1.14.0-cp36-cp36m-win_amd64.whl with the command conda install c:/software/tensorflow_gpu-1.14.0-cp36-cp36m-win_amd64.whl the install try to access to the inernet, this is not allowed for this installation.

Someone an idea: is the workflow wrong?Is there another package to install, if yes where can I find it?

I am having the same situation, I believe that we need administrator privileges in order to the download to kick in.
