How to symbolise values from largest to smallest in the map but in the legend smallest to largest

I have a problem which I would think would be easy to do but seemingly not. I am using ArcPro 3.0. I have mmi values so I want the legend to display in order from I (Not felt), II-III (Weak), IV (Light), V (Moderate) etc but in the map it seems the not felt, weak values are on top of the light, moderate values so all i see are white and purple but no blue and green which I want to be above the purple. This seems simple enough but I have had a play with the sumbology and can't figure out how to make the features display in the order so I can visualise all the values.

You should use symbol levels from the Symbology tab. Check to draw using symbol levels and sort categories:
