The Import Tile Cache tool in Pro lets you import a tile cache or package into an existing tile cache. As described in the tool, the target and source caches must have the same tiling scheme, spatial reference, and storage format.
If you only have .tpk files, then you can create a tile cache from one of them using the Export Tile Cache tool, and them import the others as above.
