How do you get shortcut keys to work in ArcPro 2.3 when starting without a template?

I updated from ArcPro 2.2 to ArcPro 2.3.  I used the new "start without a template" option, and all of a sudden my shortcut for add data wouldn't work.  When I load a project, my quick keys work.  Is there a way to get this to work?

hmm.. Does it work if you add a map first?
