How do I add a map image (JPEG) and locate/scale it to an exisiting map

It appears that I should add a raster dataset and then add the image into it and then use Geo Reference tools to locate/scale it but I must be missing a step.  Once I add a new File GeoDatabase and then add a Raster Dataset to that, I don't see a way to import the image file into that Raster Dataset.

Am I just missing a step or am I heading in a completely wrong direction?

you only have one image, just Add the file to Pro, read the link I sent first

I don't yet have the image imported.  I was reading this section of the help files:

Imagery and raster in ArcGIS Pro—ArcGIS Pro | ArcGIS Desktop and I'm currently stuck in the Image Management section.  It appears that I have to create a raster dataset or mosaic dataset and then somehow import the jpeg file image into that?

It's only a single image so does that mean I can just use a raster dataset as it's container or do I need a mosaic dataset?  Once I have the dataset, how do I import the image file into it?
