How can you share a web layer of a specific area?

Within the capabilities of ArcMap to share a web layer as a tile there is the option to add a Feature Class as a mask, in order to only publish what is inside the Feature; Are there the same ability in ArcGIS Pro to perform this process?

Are you asking specifically about sharing as a tile service?

The Create Map Tile Package tool could be used and it allows you to set an extent based on another layer, union of inputs, map extent, etc. Create Map Tile Package—Data Management toolbox | ArcGIS Desktop 

The tpk can be uploaded to online and published as a service.

For instance, in ArcMap I can share a service as Tile Mapping, also I can configured caching and add a Feature Class as a mask, in ArcGIS Pro, Can I configure cache levels and mask the mask through web layer?
