I am trying to run location-allocation modeling in finding the optimal 5 hospitals in the country of Nepal based on population density. The issue is that Nepal has varying amounts of road networks so the speed limits on freeways, normal roads, and rural roads would impact the model heavily.
Not sure if it's possible to adjust what speeds the model assumes to run the modeling on.
