Error 999999 when running Select By Attribute with Timestamp

I keep receiving the error code 999999 while running the select by attribute tool.

I'm using SQL statement: Is on or after

I have used the drop down to select the date or input it myself and it still fails to run. 

Is there a way to fix this without redownloading ArcGIS Pro?
